ICSA General Championship Conditions

SCHEDULING

The responsibility for each Championship is assigned to a Member Conferecnce on a rotating basis by the Board of Directors. The assigned Member Conference must present tentative proposals at the Spring ICSA Annual Meeting two years before the Women's Dinghy, Team Race, and Coed Dinghy regattas. Tentative proposals are due 2 and 1/2 years before Men's Singlehanded, Women's Singlehanded, and Sloop regattas. Firm plans are due one year before Women's Dinghy, Team Race, and Dinghy events. Firm plans are due 1 and 1/2 years before the Men's Singlehanded, Women's Singlehanded, and Sloop regattas.

ELIGIBILITY

CONFERENCE: Each Regular Member Conference shall be

awarded a number of berths in each National Intercollegiate Championship by the Board of Directors.

When two or more Conferences are tied with respect to number of eligible schools, any tie for berths shall be broken in favor of the Conference or Conferences with the better record of competitive strength, intersectional participation, and fulfillment of ICSA commitments and obligations during that year.

Any Regular or Provisional Member College which has not competed within the four most recent seasons shall not be included in its Conference's count of eligible Members to determine the allocation of berths for any ICSA National Championship Regatta.

However, any Conference with fewer than five full teams competing in the Conference eliminations shall be awarded only one berth. Resultant unassigned berths shall be awarded to the next Conference(s) in order by formula.

Qualifying regattas for National Championships are to be scheduled at least two weeks prior to the corresponding National Championship

COLLEGE: Contesting colleges for each regatta shall be

either Regular or Regular-Provisional Members of their Member Conference and shall be selected through qualifying regattas scheduled by those Conferences. The substitution by a Member Conference of a team not participating in a Conference qualifying regatta must be approved by the President.

INDIVIDUAL: Each individual participant must meet the

eligibility requirements of ICSA Procedural Rule 12, for the season in which the Championship is held.

RULES

All Championships shall be conducted using the current Racing Rules of Sailing as modified by the ICSA Procedural Rules, these General Conditions, the Conditions of the specific Championship, and the Sailing Instructions for the regatta. The Sailing Instructions for all ICSA Championships shall be approved in advance by the President. The Women's Singlehanded Championship and the Men's Singlehanded Championship may be held concurrently at the same venue, using the same race course.

PRACTICE

Once a team has qualified for a National Championship, members of that team shall not sail at the site to be used for the event, unless that site is their college team's home waters or there is a previously scheduled ICSA regatta. Violation of this condition shall be cause for disqualification of the team from the National Championship.

ICSA REPRESENTATIVE

The President shall appoint an ICSA Representative for each Championship who shall ensure that the event is conducted in compliance with the Procedural Rules and applicable Conditions. The host college shall extend to the Representative any facility necessary to this end, including the facility for the Representative to be on the water. The Representative may assist regatta management personnel.

JUDGES

The Jury for each Championship shall be composed of qualified individuals representing as wide a geographical distribution as possible. The selection of Judges shall be coordinated with and approved by the ICSA President. At least one Judge is to be on the water during each race of all Championships.

ENTRY FEES

The Entry Fees shall be as follows, paid directly to the host colleges:

Women's Singlehandeds

$25 per entrant

Men's Singlehandeds

$25 per entrant

Sloops (3 or 4 sailors)

$75 or $100

Women's Dinghies

$150

Team Race

$225

Coed Dinghies

$150

Such entry fees must be specified in the hosting proposal approved by the Board of Directors for the event(s).

Whether or not an entry fee is specified for a National Championship, reasonable charges may be made to participants for items used or consumed which are not related to the boats and equipment used in the event, such as food, lodging, and transportation.

COACHING

The organizing Conference shall arrange boat(s) for coaches. Coaching shall be permitted from the coaching boat(s) between races. The other provisions of ICSA Procedural Rule 19 shall apply.

Conference PENALTY FOR FAILURE TO COMPETE

If a Conference vacates a berth to any National Championship less than seven (7) days prior to that Championship, that Conference's allocation for the following year's corresponding Championship shall be reduced by one (1) berth. This penalty shall be applied even if it eliminates the Conference's only berth.

FILLING A VACATED BERTH

If a team accepts a National Championship berth and vacates that berth and the Conference is unable to fill it, that berth shall be awarded to the next Conference in order by formula. Any berth not filled seven (7) days prior to the Championship shall remain vacant.

TROPHIES

The perpetual trophy(s) for each Championship will be on permanent display at the ICSA Hall of Fame and shall not be transported to the regatta site(s).

The ICSA shall provide "keeper" trophies to be awarded at each Championship at no cost to the Member Conference or other hosting organization.

The Leonard M. Fowle Trophy shall be awarded to that college which accumulates the highest total points in the six National Championships. (See Conditions for Fowle Trophy)
