Team Race Sailing Instructions Not Using Umpires

1. Rules

The Regatta will be governed by The Racing Rules of Sailing (RRS), including Appendix D as changed by ICSA Procedural Rule (PR) 25, the Prescriptions of US SAILING, the ICSA Procedural Rules, except as any of these are changed by these Sailing Instructions, and these Sailing Instructions. PR 25(a), and RRS D 2.2, 2.3 and 2.4 are deleted.

2. Entries

Eligible schools shall enter the event by listing the names of Registered Contestants to participate for a team on the Record of Participation Forms.

3. Notices to Competitors

Notices to Competitors will be posted on the Official Notice Board located (Fill in the location).

4. Changes in the Sailing Instructions

Any change in the Sailing Instructions will be posted before 0830 on the day it will take effect, except that any changes to the schedule of races will be posted by 1800 on the day before it will take effect. Other changes may be made to expedite the running of the event so long as the Judges approve (if available) and all teams are notified before the race the change would take effect in.

5. Format and Schedule of Races

The format for the event will be determined by the number of teams attending, the number of matched fleets, and the weather. When it is evident at the end of the day before the last day of racing that the starting format can not be completed PR 25(e) will be used.

Saturday Reporting time: 0830
Skippers meeting: 0900
First Warning for 1st race: 0930
Warning for subsequent races will be sounded as soon as possible after a reasonable amount of time is given for the rotation of boats. Starts will not be delayed.
Sunday Reporting time: 0900
First Warning: 0930
Warning for subsequent races will be sounded as soon as possible after a reasonable amount of time is given for the rotation of boats. Starts will not be delayed.
No race shall start after 1300 or if a MCSA Championship 1500 except as permitted by PR 25 (b)(1).

6. Personal Flotation

Life Jackets must be worn by all competitors shore to shore. No exceptions! This changes RRS 40.

7. The Course
7.1 All courses will be Starboard "N" with an offset mark after the first

weather leg, or a Port Triangle with a windward finish.

8. Marks All marks shall be (Describe marks used here))

9. The Start
9.1 The starting sequence in ICSA Procedural Rule 18(b)(i) shall

be used. The sound signals will be given by a (Whistle, Horn, Cannon. Circle one, or Use another).

9.2 The starting line will be between a staff on the Race

Committee boat at the starboard end, and the port-end starting mark.

9.3 In the Case of an On Course Side, the Race Committee will

follow ICSA Procedural Rule 18(b)(ii).

10. Change of Course after the Start

A change of course after the start shall be done in accordance with ICSA Procedural Rule 18(c)(i).

11. The Finish

The finishing line will be between a staff on a Race Committee boat and the nearby mark at the port end.

12. *Penalty System*
12.1 PR 25(a) (Alternative Umpiring) will not be used

13. Protests and Breakdowns:
13.1 A boat intending to protest will use the procedures in PR 29 (Notification)

13.2 Protests and Breakdowns will be resolved using [Choose one of the following

(Hearings held on the water using PR Appendix G after the a race

has finished),

or
(Hearings held ashore using PR Appendix G hearings with hearings beginning as teams are

available),

or
(Hearings held ashore for Written Protests which are handed to the

scorer by the protesting skipper having been ashore for 30 minutes or less and at a time when both teams are available)]

14. Scoring

Scoring will be done as using RRS Appendix D 3 & 4 as changed by PR 25(b & c). Breakdowns will be scored using PR 25(d).

15. Support Boats and Coaching

Communication and contact between competitors and other individuals shall be governed by ICSA Procedural Rule 19 (Coaching).

16. Prizes

Prizes will be awarded to teams placing first, second, and third. Other awards may be presented.
